The Advice and Representation Centre (ARC) is a third party Hate Crime Reporting Centre where you can report a Hate Crime or a Hate Incident confidentially and without going directly to the police.

The Advice and Representation Centre is recognised by West Midlands Police as a Hate Crime Reporting Centre and advice staff are trained to handle reports of hate crime and hate incidents.

You do not have to go to a police station, and the police will not visit your home. You do not have to give your personal details. We will pass the information about the hate crime to the police for them to monitor the report and act on it if that is what you wish.

If you want to remain anonymous, it still allows the police to gather information on levels of such crime in the area. If you do want to give us your personal details, then we can act as your contact with the police – they will not contact you unless you give us your permission.

What is a Hate Crime? 

Hate crimes are any crimes that are targeted at a person because of hostility or prejudice towards that person’s:

•    disability

•    race or ethnicity

•    religion or belief

•    sexual orientation

•    transgender identity

  The crime can be committed against a person or property.

What is a Hate Incident?  

Hate Incidents are where there has not been a breach of criminal law and so it cannot be a Hate Crime. Hate Incidents can feel like crimes to those who suffer them and often escalate to crimes or tension in a community. For this reason the police are concerned about incidents. The police can only prosecute when the law is broken but can work with partners to try and prevent any escalation in seriousness.

A victim does not have to be a member of the group at which the hostility is targeted. In fact, anyone could be a victim of a Hate Crime.
